Meet our specialist Tax Investigations team David Daly, Partner David is the partner and head of Horwath Clark Whitehill's National Tax Investigation Group in their London office David joined Horwath Clark Whitehill in October 1988 to set up and develop their Tax Investigation Group. David has been involved in tax for more than 30 years and with over 17 years experience as a former Inspector of Taxes he gained valuable experience is most aspects of taxation, including income tax, corporation tax and capital gains tax. Whilst with the Revenue he successfully completed both the Accounts Investigation Course and Full Technical Training. David has been involved with investigation work for more than 20 years and his experience has covered advising on all aspects of tax investigations and compliance matters. He has dealt with Serious Civil Investigation Office (formerly Special Compliance Office) cases and the preparation of Hansard Reports, negotiating settlements with the HMRC, including SCIO. David has worked in conjunction with the legal profession on cases involving serious fraud and potential prosecution by HMRC, dealing with local district investigations, PAYE audits and national insurance inspections. He has covered PAYE/NIC and benefits related matters, in particular investigations and settlements with PAYE/National Audit Groups and Special Trade Investigation Unit. Sean Wakeman , Partner Sean Wakeman is one of our two tax investigations partners. He specialises in all aspects of tax investigations and compliance matters, negotiates settlements with HM Revenue & Customs (HMRC) and works in conjunction with members of the accountancy and legal professions on cases involving serious fraud and potential prosecution. Doug Sinclair, Senior Manager Doug Sinclair joined Horwath Clark Whitehill in May 2008 as a senior manager in the Tax Investigations team. Doug is a former Inspector of Taxes who worked for the Inland Revenue (now known as HM Revenue & Customs) for over 13 years. During his time with the Inland Revenue, Doug worked in both local and specialist offices undertaking investigations into individuals and companies. Prior to joining Horwath Clark Whitehill, Doug worked for over five years in a Big 4 Tax Investigations team in London advising clients who were being investigated by Special Civil Investigations under Code of Practice 9 - Civil Investigation of Fraud procedures. Additionally, he also successfully assisted several clients who wished to make a disclosure to the tax authorities under the terms of the Offshore Disclosure Facility. Doug has particular expertise within the Hotel and Leisure sectors and is a member of the tax committee for BAHA (British Association of Hospitality Accountants). He also has considerable experience within the construction industry.
